Texas State Rep. Proposes Masturbation Fine For Men

A state representative in Texas has introduced legislation that would fine men for masturbating and require them to undergo counseling before obtaining a prescription for Viagra.

Democrat Jessica Farrar introduced the legislation in order to highlight the sexism of anti-abortion laws that place restrictions on women.

The legislation would impose a $100 penalty for masturbatory emissions that take place outside of a woman’s vagina – or a hospital. And each incident would be “considered an act against an unborn child, and failing to preserve the sanctity of life.”

Farrar’s proposed law would allow doctors to refuse to write prescriptions for Viagra, perform vasectomies or even colonoscopies if those actions violate the doctor’s moral or religious beliefs. And patients would be required 24 hours before one of the procedures is performed.

Brilliantly, doctors would also be required to read “A Man’s Right To Know” pamphlet to their patients.

Another hilarious aspect of the legislation would require doctors to perform medically-unnecessary digital rectal exam before prescribing Viagra or performing vasectomies and colonoscopies.

In a Facebook post, Farrar noted that “Although HB 4260 is satirical, there is nothing funny about current health care restrictions for women and the very real legislation that is proposed every legislative session.”

“Women are not laughing at state-imposed regulations and obstacles that interfere with their ability to legally access safe healthcare, and subject them to fake science and medically unnecessary procedures.”

Farrar’s legislation is meant to highlight the several laws Texas Republicans have passed trying to insert the state into women’s health decisions. In 2011, Republicans in Texas passed a law would require a women to undergo a sonogram and listen to a description of the fetus before she could receive an abortion. The same law also required the state of Texas to publish a booklet called “A Woman’s Right To Know.”
